DOBHAN VILLAGE, NEPAL — The villagers of Dobhan, in central Nepal, had been waiting for electricity for nearly a quarter century. The government kept promising they’d be connected to the national grid, but it never happened. Finally, the people of this small rural village got tired of waiting and took matters into their own hands. They plugged into a nearby lake.
